PACA is a set of federal statutes and regulations which are unique to the produce industry, and designed to protect produce sellers who often have to sell highly perishable products on credit to purchasers that they know very little about and are many miles away.  In essence, PACA establishes rules for the buying and selling of produce, to ensure that produce sellers are compensated for the produce they ship to their customers.
